What Are good template sites?

Your questions are good ones. In fact there is a lot of debate about which CMS is better than the others. WordPress is certainly the most popular. But Joomla is close. They do things differently. So it depends on what you want. If you're just starting out, you should take a good look at both of them. One is not a better, only different.

For word press the best place to find templates is WordPress.org. There are thousands of templates there and all of them are without charge.

For Joomla there are many different template providers. To name just a few

RocketTheme.com
Joomlart.com
Joomlabamboo.com

But there are many more. Searching Google for Joomla templates will get you many examples. It might be easier to tell you which to avoid if you are a beginner.

Template Monster and Theme Forest, while they present great templates, are often more difficult to work with or turn out more expensive when you try to get help.

Your questions seem simple, but there is not one answer. I hope this helps you out. Keep asking questions. The more specific your question are the better answers we can provide, and we are always ready to respond.

As for Joomla or WordPress, the way I chose was installing each CMS and creating a website. I personally enjoyed Joomla a lot more than WordPress. If your website is going to be strictly for blogging purposes, there isn't anything wrong with just using WordPress.
It really depends on the type of website you are creating and your flavor in designs.

Although, with my taste, I preferably enjoy all Joomlart templates. I am more into the contemporary designs, which I have defined Joomlart to be.
