If I want to limit access to or alter content of an article on a login by login basis, how hard is it to implement?

To set up new ACL groups for each user seems to be a bit overboard.

Some other ideas for you.

extensions.joomla.org/extensions/access-...ent-restriction/3072

extensions.joomla.org/extensions/access-.../content-restriction

These do something similar to what you describe.
