In the Joomla installation process on Step 2: Pre-Installation Check.
I'm getting a red "No" on the "JSON Support" and a red "On" on the"Output Buffering".

What can I do to request the IT to fix the issue.

JSON Support is a bit more complicated. Here's an article that tells you how to install this in PHP if it's not there.

Try this tutorial.

Your host may not be giving you access to the etc directory. You may need to contact them for help.

I was able to locate the "/etc" folder. However, the php.ini file is not in the folder.

What hosting company are you using?

You may need to add a php.ini file to your main directory.

I was able to download the file.
You indicate to uplad the php.ini file in the main directory. Are you referring to the /etc or in the www.quality-resource.com directory?
If I upload the file will it cause any issue with the server?

Upload it to your main html directory not the etc folder.

If it is not set up correctly, you could have issues, but correcting the code or deleting the file will eliminate them.

That being said, always have a backup handy. It's just good practice.

I edit the output_buffering to Off and upload it to the main directory and in the pre-installation it still indicate "On "

After you make changes to the php.ini you often have to restart Apache so the changes take effect. I don't know how to tell you to do that on your server. You'll need to check with your hosting company on the procedure.

Below respond from our hosting company:
You are on a shared web server so Apache can not be restarted. You can log in to your Plesk control panel to Disable/Shut Off the site.. then turn it back on. Let us know if you have further questions.
