I am developing my site using Joomla 2.5. I would like the users to have the ability to see the weather for their chosen city. So, when they logon to my site, they can enter the city of their choice and have the weather displayed.

I have looked at the extensions but I am unsure as to whether they meet my requirements. I came across a site:

www.stiriexterne.com/

Which has what I am looking for but I think it's in Russian!

So my question is, can you recommend a weather extension that allows users to select a city?

Most of the ones in this category will allow you to do that. Just read the descriptions. extensions.joomla.org/search?q=weather&t%5B%5D=4247
and you'll find one that works really well.
