I have a site now running on Drupal 7. I created a custom block to place some photos. If I login with admin, I can see there's a "Configure Block" at that block where it will lead me to that block's configuration page.

Now I created another user called webmaster. After login with this identity, this button no longer shown. I wonder which permission I should grant him in order to have this option? Thanks.

Hi Simon,

Go to People > Permissions Tab, scroll down to Blocks check Administer blocks under the webmaster column.

You'll be able to see the adminstrator column as well, and that will have all your administrator permissions. Just click the same boxes in the webmaster column for the ones you want to be the same.

I have tried that out, but the same, the option didn't show up. Any more ideas?

Hi Simon

Ed was referring to the administering the blocks through Structure > Blocks.

To control access to the cog in your screenshot, go to People and try setting permissions for the Contextual Links module.
Ask. We'll help. It's as simple as that.
