I am in the middle of the "Create the IMDB Page View" lesson and vote results is not under sort or contextual. The display is correct although the one with more stars is not at the top. Other than that the view looks correct.

I'm not sure what you are asking here. If everything is correct in the display, what is it you are having trouble with? The sorting?

By default we're currently sorting by latest, rather than by rating. Here's how to fix it.

Click on the Content: Post date link.
Click Remove at the bottom of the pop-up.
Click add next to Sort Criteria.
Search for Rating and check the box next to it.
Click Add and configure sort criteria.
Choose Sort descending.
Click Apply (all displays).

If that's not your question, please explain a little more and include any screen shots so we can see what you're experiencing.

ok got it thank you...contextual filter is not needed then as tutorial instructs - I was thrown of by that and because I couldn't find "vote results" in either filter so I thought I did something wrong. All set on this

So glad you figured that out. Drupal can be very confusing even to experienced users. You seem to have the key quality you need for learning Drupal - patience.
