I need to setup a site that will have well over 100 pages that will be menu wrappers. (external urls) What will be the best way to organize these in sections and categories?

Such as Restaurants, Italian & Pizza, Steve's Pizza.

I think I could do a bunch of linking through articles that are categorized, but I was hoping for a more efficient way.

Maybe it's not even possible.

Any insight would be appreciated.
