I am trying to install JCE editor on my localhost application and hit a problem!

I downloaded the JCE com_jce_157_156_package.zip file and have it in a folder on my computer. When I try to install it, the result is a blank page "http://localhost/JoomlaTest/administrator/index.php" with as you can see /index.php added to the name. I have no idea what is wrong. I have not tried to add any other extensions and do not know what to do.
Your help will be appreciated.
