Changing Joomla hosting domain names

How to change hosting companies I have been asked to redesign a friends web site which is currently controled by their current web designer. Is it a simple task to transfer the current html site along with domain name to a new host and how does one go about it?

Would you then recommend designing the new site by installing Joomla in a new folder on the server account and when it is finished wrap up the html site and deploy the new joomla site to the root directory. If so would the database still connect now the joomla site has changed folders? Or would it be better to design in local host using WAMP. I hope that this does not sould too confusing! The Joomla sites that I have completed in the past have always been for new domain names in hosting accounts that I have set up.
