I am starting from scratch and want to add this/my logo and camouflage for back ground color how can or would I do this?? Or can it be done??

What size would i need to make it. do they need to be built as one or background is one file and logo is another and the template merge them together?

i am working in LocalHost bucause the old files are infected.
