Paid subsciptions for users based on category

Q: I'd like to set up a monthly subscription that allows users to edit content in an assigned section only. The following illustrates an example of what I'm trying to achieve.

-I want to sell advertising space to Radiology clinics based on their geography. Once subscribed, I want them to be able to change the content on their assigned section, allowing everyone to see the content, but no other subscribers (i.e., competitors) can edit one each other's content. That way I can sell an individual subscriptions to each territory giving my subscribers the security and confidence that have unique access to their section.

Is this possible with Joomla? if so how you suggest I go about accomplishing this?
