Are users who create an account in a website automatically added to the newsletter subscription and considered opt-in by the bulk mailing services ?

Must they click a "Subscribe me" box in the registration form to be added?

Since these are two different modules, is there a way to link the two so that when you check the subscribe me box in the registration form, the newsletter box opens up?
