Joomla Use Apache mod_rewrite - good or bad?

 

I have "Use Apache mod_rewrite" Active is that good or bad? 

It allows me to have "Search Engine Friendly URL" Active.

If i deactive the "Apache" then I have issues with my site by leaving the Friendly URL active, Why is that?
